When two people cooperate with each other, they come up with better ideas.
⇒二人が協力し合うことで、より良いアイデアが生まれる。

英文を直訳すると、「二つの頭脳は一つの頭脳に勝る」となります。日本では「三人」ですが、英語では「二つの頭（二人）」なのですね！
Two heads are better than one means that when two people work together they are more likely to solve a problem than one person doing it alone."Two heads are better than one"とは、一人でやるよりも二人でやった方が問題を解決できる可能性が高いという意味。

My sister and I discussed lots of ideas to make mum's party a success. Two heads are better than one.
「ママのパーティーを成功させるために、姉と私はたくさんのアイデアを話し合ったの。一人より二人の方がいいからね！」
